If pressure is denoted in negative number then it's clearly a reading of gauge pressure and not absolute pressure. In fact positive psi is a more ambiguous statement than -6psi. As positive psi can refer to either psi gauge or absolute. If you want to be technically accurate you should always use psia or psig when denoting pressure in units of psi. Units that denote pressure in terms of the height of a column of some fluid (mmHg, mmH2, inHg, inH20 etc) are often used to indicate vacuum relative to atmospheric pressure. They're always a gauge measure.
